Board of Directors

The Resilience Authority of Annapolis and Anne Arundel County Board of Directors was established at the inaugural Board Meeting on October 25, 2022.

Matt Fleming, Director

Matt Fleming serves as the Director of the Resilience Authority of Annapolis and Anne Arundel County. He was appointed by County Executive Pittman in December 2022. He has more than 25 years of experience in the areas of coastal restoration, natural resource management, and program administration. Mr. Fleming previously worked with the Maryland Department of Natural Resources (DNR), where he recently served as Assistant Secretary for Aquatic Resources. Prior to that appointment, he also served as Maryland’s Coastal Zone Program Director, where he developed the state’s largest water quality financing program solely dedicated to abating non-point sources of pollution and oversaw the investment of more than $850 million in Chesapeake Bay restoration projects.

Throwe Environmental, LLC

The Authority has contracted Throwe Environmental to establish the foundation of the new organization. Throwe Environmental has unparalleled experience creating sustainable financing institutions throughout the Mid-Atlantic and in Maryland specifically. Dan Nees (Director of Programs and Engagement at Throwe Environmental) previously served as Interim Director of the Authority prior to the selection of a full-time Director in December 2022.

Climate Resilience & Park Master Plan RFPs Sought for Carrs/Elktonia Beach Park

The Resilience Authority of Annapolis and Anne Arundel County, in partnership with the Annapolis Department of Recreation and Parks, has issued two Request for Proposals for Carrs and Elktonia Beach Heritage Park site off Bembe Beach Road in Annapolis. 

Through these RFPs, the Resilience Authority is seeking proposals from qualified firms:

  • to prepare a Park Master Plan with Climate Resilience for the Carrs/Elktonia and Moore property sites; and
  • to conduct coastal engineering and construction work for the Carrs/Elktonia Heritage Park Coastal Resilience Project.

Proposals are due by April 26, 2024
